A lot of people search for a custom home builder when what they really want is a new house they get a say in. Here is what each label means, and how Brevard's new houses split among them.
Builders use these words loosely, so pin them down before you compare anyone.
The builder sells homes inside its own community from a set menu of plans and options. The lot comes with the house.
The builder picks the plan and the finishes and builds before there is a buyer. You buy it finished or close to it.
You start from the builder's own plans, fit one to a lot, and make your choices and changes before construction starts.
The house is designed around you, usually with an architect or designer, and built on land you control.
The county tax roll can't tell these apart directly, but it shows roughly how Brevard's new houses are spread out.
The 2026 preliminary tax roll counts 23,406 single-family homes built in Brevard in 2020 or later. About four in ten of them are in a named subdivision where 100 or more homes have gone up since 2020. That is mostly the production side of the market: a community laid out all at once, an HOA, often a pool or a clubhouse, and a street where every house went up within a few years of the next.
Call these numbers approximate. The roll cuts each legal description off at 30 characters, so we grouped homes by the subdivision name at the front of it.
For a lot of buyers a production community is the right call. If you want shared amenities and an HOA that keeps the street uniform, that is what those communities do well. What you give up is the lot. The builder already owns it, and your choices run through the builder's option list and the community's rules.
8,146 of those new homes, about 35%, sit on lots in Port Malabar, the big platted subdivision that covers most of Palm Bay. In Palm Bay itself, 8,112 of the 12,051 homes built since 2020 are on Port Malabar lots. These are individual lots on existing streets, so a new house there goes up next to older ones.
This is where the lot choice is yours. You pick the street and the lot, and then the plan has to fit what the lot allows. The rest of the county's new homes, a little under a quarter, are in smaller subdivisions and on lots elsewhere.
Spec homes leave a footprint on the roll as houses still owned by a company. Of the 3,906 single-family homes built in Brevard in 2025, 450 (11.5%) were still company-owned on the 2026 preliminary roll. In Palm Bay it was 326 of 2,123, or 15.4%. Some may be built to rent rather than to sell, so treat it as a rough measure, not a list of homes for sale. Countywide, 2,124 of the 23,406 homes built since 2020 (9.1%) are owned by companies.
A finished house trades choice for time. The plan, the colors and the floors are already picked. If you are paying rent and want keys soon, it is the quickest way into a new house, and it is why we keep finished homes standing.
By those definitions we are a semi-custom builder. Every Gibraltar house starts from one of our seven plans, 1,800 to 2,192 square feet, and we fit the plan to the lot first: the width left after setbacks, the driveway, and the garage you need.
On a new build you choose the plan, the elevation (garage on the left or the right), the lot, and the exterior colors for the stucco body and the garage door. The front door and trim come preset so the street looks right, and the floor tile follows the body color. Upgrades and layout changes happen before the slab is poured, and selections are signed off by stage 3, framing. Choosing before the slab explains why the timing matters.
There is no regional design committee. The people deciding live here.
Full custom is a different kind of job. If you already have a design of your own, bring it to the first conversation and ask.
If you are looking in Satellite Beach or the older parts of Melbourne, the label matters less than the land. 87.2% of Satellite Beach's houses were built before 2002, and the roll shows 90 vacant lots with an address in the city. A new house there starts with finding a lot that can take one, and then checking which plan fits after setbacks. Our Satellite Beach and Melbourne pages cover the local details, and Build On Your Lot shows what to send us.
Whoever you hire, us included, these tell you how much of the house is really yours to decide.
Get the deadline for each choice in writing. Ours is stage 3, framing.
Some builders move walls and some only swap options. Ask what changes they have actually made on recent houses.
In a community the builder does. On a scattered lot you do, and the builder should tell you which plans fit it before you buy.
Ask for the change-order policy in writing before you sign, so nothing about it is a surprise later.
An HOA review board, a regional office, or the people building it. Find out before you fall for an elevation.
Compare the plans on our models page, read how buying a Gibraltar home works, then call (321) 401-6003 and tell us which lot or part of Brevard you have in mind.

Tell us where you want to live and whether you own a lot. We'll show you which plan fits and what is yours to decide.
